I believe that would depend on the kind of government a local place has. Commonly, taxes go to civil works like public markets and other infrastructure.

I wonder myself where the taxes are going, in my city we are paying taxes for schools but a lot of the schools are closing. I believe we are paying enough.

The people that whine about paying too much in taxes are the same people who whine when the potholes in their road aren't fixed quickly enough or when their kids are using decade old text books in school. I hate taxes as much as the next guy, but you can't have it both ways.
