I went to bbb.org and typed 'debt relief network, in.' -- they are not a member of the bbb but it has a b+ rating. There's another company that carries the name 'debt relief network' minus the 'inc.' - also not a member of the bbb.

Is it a credit counseling company or debt settlement company? What does b+ imply?

credit counseling company.& I don't know exactly what a b+ implies, I suppose it's better than an F, I've seen F's.

The BBB has an explanation though for debt settlement company (on how they give a rating):BBB ratings on a debt settlement company are based on the following:-accreditation with the BBB-how long the industry has been in operation-how long the debt settlement company's been in operation-if the government has taken an action against the company-number of complaints filed against the company, and whether it was resolved or not-if there's any advertising issues against the company-if  the company has supplied the BBB with a clear and sufficient profile of their operation

When you say free debt relief network, you could also be talking about the umbrella organizations (?) that credit counseling and debt settlement companies abide to the rules of. There's the BBB, TASC (for settlement companies), NFCC (for credit counseling agencies), etc.
