Here is the brief story: 4/23/08 recieve letter from debt collector and I send letter to validate debt. Return normal letter and I again ask for debt validation. Nothing else comes from this debt collector. 9/29/09 another letter comes from a different Debt collector and I once again ask for debt validation. They return letter not confirming but saying about the same stuff. I send another letter asking for original paperwork that I signed showing I owe this debt. Nothing came for 32 days and then I just recieved a letter saying:
Settlement Opportunity If you are getting a tax refund this is a one time chance to settle your account in full for a discounted amount. They want a lump sum amount offering and the day I can pay it along with my telephone number. SO MY QUESTION IS.....do I respond or not and if so how? I live in Oklahoma......Thanks

If they can't validate that debt, then you don't have to worry about it anymore, but if you want them to stop contacting you - write them a cease and desist letter stating the steps that you've taken to have that debt validated.Don't admit to that debt or promise to pay for it until it's validated - check also the SoL on that debt in ur state here:

I agree, it sounds like a shady entity - if they still bug you about it - you can report them to your state attorney general's office or the FTC, here: (
www.naag.org)(
www.ftc.gov)or call toll-free, 1-877-FTC-HELP (1-877-382-4357); TTY: 1-866-653-4261.
