It says it can cut down the debt to half or less - if so, is debt settlement for real? What bank would accept that deal?

You can fill out a form here at destroydebt.com - have your financial situation assessed - and get matched up to the right settlement company for you. It is free of charge. That or you can pick from a list from TASC:

Is debt settlement for real? Yes it is.And here's a list of what to look for in a settlement company - -The settlement company's program must have a fast completion time. 12-36 months.-The program must be able to protect and improve the consumer's credit standing.-Must be a member of the Better Business Bureau, BBB, for at least 5 years.-Must also have a good standing with the Chamber of Commerce-A Member of TASC - The Association Of Settlement Companies and the IAPDA or theInternational Association of Professional Debt Arbitrators

TASC is simply a lobby group and formed by a group of debt settlement companies. Don't be fooled into thinking they're a government agency or monitored by any type of agency by any means. Most of the board members work for companies who have F Ratings w/ hundreds of complaints. With that said that's not to say TASC is bad. Look into Freedom Debt, RAM Financial Services, and Rise Above in Phoenix . Great companies.

Debt Settlement is for real. I reduced my own credit card debt from $212,000 to just $15,000 in about a year and had over $130,000 in debt written off entirely. To help others like yourself, I wrote a free report on do-it-yourself debt settlement. There's no charge for the report, it's totally free, you don't even have to enter an email address. Just click and read great info about how to settle your debts yourself without paying an agency.
