I don't think that National Debt Relief Stimulus Plan from the government exists..I think that that is a debt relief group or company.

I researched the National Debt Relief Stimulus Plan and completed my due diligence.  Although they're not a government operation, they do seem like a legitimate debt elimination program.  You can Google them and will find numerous press releases, not only on various unique features of their debt management program.  But you will also find that they're involved in various charitable causes. BTW, I did not find any negative press on them and bad news travels fast.
