Aside from the BBB, also check if they are affiliated with the National Foundation for Credit Counseling here: http://www.nfcc.org.

Do you already know what you're looking for in credit counselors? I think the qualification for non profit credit counseling agencies all over the states, not just New York City is the same:

Are the agency services confidential?
Will they devise a plan tailored to fit your needs?
Are the counselors certified?
Are budget and credit education opportunities offered?
Will your funds be protected? How?
Is the agency accredited?

Credit counseling is about learning about how to better manage your finance but that might not solve your problem so you may need to enroll in their debt management plan. This is the free part.

A DMP program aims to lower your interest rates with the credit card companies - as well as any late fees that your accounts have. This is the part that has a monthly service fee.

Just some more things to consider with regards to credit counseling - it's impact on your credit.

DMP/debt management plans may have a negative effect on your credit report
Watch out for companies that don’t have your best interests in mind, the other posts are correct, do check for accreditation.
