What is the success rate of sending a debt settlement agreement versus hiring the services of a debt settlement company? I am considering the pros and cons of both parties.

It's much more challenging if you do it yourself. I'm not discouraging you or anything, but most of the time the creditors would prefer to do things on their own terms--it was their money that was lost after all, and they may not agree if you propose an amount that they might not deem so beneficial to them....

If you try and get a debt settlement agreement lined up by yourself, one of the risks that you take is getting a settlement for a much higher percentage, since it is unlikely you have any knowledge as to how that lender/collector works. So you may think you are getting a good deal, but in actuality you could have saved a lot more if you went through a settlement company who had worked with that lender/collector a lot for their clients.

Not to mention that a DIY debt settlement tends to have a higher risk of rejection; other than that, creditors and debt collectors may bully you into submission, and make you pay for an amnount that you cannot afford.

How much can I settle for, if I choose to give them a debt settlement letter and do it myself?
