Now what they mean by debt assistance grants? The government handin' out grants now? How come it's not in the news?

You are correct to speculate as there are no government grants for personal consumer debts. The government only has bankruptcy for both individual debts and business debts-- but both of which have tough qualification guidelines. May I ask what debt type you are trying to find a relief from?

Speaking of debt assistance, the government via the domestic obligation laws that are in place, also grants spouses money from alimony and child support. Those can't be discharged in a bankruptcy.Better look for debt relief solutions rather than debt assistance grants (that are really non-existent) to get rid of your debts. You can choose between credit counseling programs and debt settlement.

Speaking of assistance and grants, there are federal grants, assistance, and benefits..only they are what the call discretionary. Meaning they require formal application and those applications must pass through strict guidelines. You can check this site for those programs:

For consumers that really do not have the capability to pay their debts, the government, again through the laws in place, can consider the consumer "insolvent" or the consumer that is proven to not have the capability to pay back what he/she owes cannot be taken to court for judgment.

Just because you are insolvent does not mean a creditor cannot pursue legal action to try and collect the debt. They may even obtain a judgment against the debtor, but they may not be able to execute said judgment depending on how much the person makes and if they have any assets or not.
