How To Get The Ball Rolling?

I have been out of reach of my creditors for nearly three years. Moving to a foreign country solves a lot, lemme tell ya. I didn't realize it way back when, but running from these bstrds was beneficial in the long run. They are still wondering where I am. I could actually go another three years without touching these debts, and it wouldn't effect me that much. But in the long run, I do wanna build my credit back up. So now, I can probably get a good settlement price. Any advise on how to get this rolling? Accidently drop them my phone number? A letter? Ideally, since this is a negotiation, they should come to me. If I go to them, I obviously need something.

If they have no idea where you reside, obviously they can't come to you (they will certainly try- perhaps by contacting relatives and/or past neighbors of your previous residence that they have on file). You would have to pull a credit report to determine who is handling your account for collection, then contact them to initiate the negotiations. You can pull a credit report for free (once per year) at www.annualcreditreport.com.

I got the credit report, and I know where they are. I'm not asking technically how I can get them to come to me. I can always tell a family member to give them my correct information. What I am trying to avoid is making an obvious first move.

What do you mean an "obvious" first move? In my opinion you can either choose to negotiate or not so I am not too sure what you are trying to say here.
