what you've probably heard was debt collectors threatening to take your co-workers taxes...debt collectors may not threaten and they can't take or collect taxes. only the government can do that (IRS)

just to add to what nobodysaiditwaseasy's comment, debt collectors are not authorized to take anything from the consumer unless they've obtained a judgment. that's a court order that gives them a right to levy the consumer's bank account, put a lien on the property, or garnish wages. withouth a judgment order...debt collectors can't touch the consumer.

for student loans, and if you owe child support and alimony obligations- there's no escaping them, they also usually survive even bankruptcy

in essence the IRS would not withhold your tax refund if you are current with your payments on child support, alimony, and student loans. And it really does not go to the IRS..it goes to the agency that you owe them to.
