What you can do is apply for a government grant for a small business, and from the business you put up, use the profits to pay off your debts. There are government grants that exist for specific purposes, and you can get creative with these funds from the government. You aren't expected to pay back the funds anyway, given that it is a grant.

Very funny--if anything bankruptcy should be considered as a last resort to eliminate all debt.
