how does debt settlement work? can you fill me in?

Debt settlement allows you to pay a lesser portion of your full debt amount--around 40-60% of the entire balance, and the remainder of it will be deemed forgiven by your creditor. It will take 12-48 months before the debt would be completely paid off.

Does any one know when to file Chapter 7? Can I do that if I am not qualified for debt consolidation?

Does anybody actually fail to qualify for debt consolidation? And failing to qualify for a debt consolidation program is not theconventional basis for when to file a Chapter 7-- it's always passing the means test.

When to file Chapter 7..
Aside from passing the means test, if you need the automatic stay provision too, then it's time to file bankruptcy.
