Can Debt Collectors File A Complaint Against You In Your County's Court System?

Apparantly, there's a company in WA, called CCV or Credit International, who has called me and said a complaint has been filed against me with my county's court system, and they need to verify my address so they can serve me papers. I asked who filed this, and what was it for, and they said one of the local grocery stores for a bounced check.  I was more than willing to try to settle this without going to court (scary!), so I asked if it was possible to take care of this without going to court.  In my mind, the check couldn't have been for more than $50.  So she totalled it up what it would be, and it came out to $500+.  I was actually ok with that, and asked if I could get that in writing, and she said no.  She went on to get very pissy and said they aren't billers, so there was no way to do that. After that, I got pretty annoyed and said fine, try to serve me papers, you have my address. Input from anyone?  Is this valid?  What are my options?  Should I trust the amount that she is saying to stop this "complaint" from leading to court, even though they are refusing to put this in writing? Thank you for any advice you can give! -K

HI K, Please reply as to what the store says Im super curios about what the heck is going on here....first if you have had no idea of the debt you should have been contacted by your bank, in addition if the debt has gone to collections they are required by FDCPA to send a validation notice that will allow you 30 days to dispute the debt. These collectors are walking a fine line and in the future if you or anyone reading this would like some advice if this happens again in the future is to ask for the name of the attorney that is filing the papers before you give any information. If the collector states something ridiculous like you are obstructing justice by not giving the address you know these guys are lying at that point. The reason I am so skeptical on this one is because this is a tactic used by very small poop debt chop shops. I have found one place in California that collects on payday loans and these guys are total drug addicts. Unbelievable what they tell people the first thing they do is call the employer with a similar ploy to state that they are serving papers and would prefer not do it at work so have the employee call back. Once the debtor calls back usually scared out of wit they usually are told they need to pay for the payday loan by 3:00pm that day because the attorney is about ready to file. These guys don't have attorney hell I'm impressed they even have a office.
