America is a country based on tax. people pay tax to build their country and provide welfare. The most often heard saying is "I'm a tax payer,"; while in my country, I do pay tax a lot, actually the money isn't turned in the tax bureau but kept by the employers. It's quite common. So surely I won't get a receipt of that tax .

In the Philippines the BIR collects the tax and then the government officials do the budgeting, spending of taxes paid for country's projects. And the bad side about this, is some big figures in expenses are not properly liquidated.
