Yes, most of Middle East country are tax-free, including Saudi Arabia, Bahrain, Oman, Qatar et al. Maybe because these are oil rich countries and government earn more than enough from this "black gold" resource.

not just dubai but most countries in the middle east doesn't require the workers to pay taxes. that is one of the perks of working in these places.
