yes, it happens to me too, and the time delay increases each time, goes to 50 seconds.

Hmm... I think time delay is better than limited post per day. If you're not spamming, just go away and do other thing while the countdown finish so you can post again.

I don't think it a good rule. If so, active members are limited. If the site want to limit the budget, why not make a payment limit ? say 1.00$ per day at most? In that way, no one need to be active or less active.
