I have invested some money to different HYIP and the result is I lost the money in full. And we are left with no scope to take any action. I have tried to lodge complaint against a Panama base HYIP but failed. Is it possible to lodge a complaint againt a scam hyip when I am residing in a different country?

Perhaps you can email the payment processor you used to purchase your investment and get them to investigate. Recently I purchased an upgrade on an autosurf and it was not added to my account so I started a dispute with Alertpay and within an hour the upgrade was credited.

I had to do a little investigating on this one, because I didn't know what it was either. An HYIP is a "high yield investment program" which accumulates interest rates from 5%-250% A lot of high yield investments do turn out to be scam and are probably better off left alone, unless you are a big risk taker.

when you put the money in you must of known that it was high risk so the people you invested in aren't to blame, you put the money in voluntarily
