1099-c and debt collection

A collection agency seized my bank account this week to settle a claim. I have two separate 1099-c forms showing the debt was cancelled in 2005. When I contacted the CA, they informed me that they have guidance that they may collect on the debt, even when it has been canceled. I live in Texas.  I am not able to find anything on the web to confirm his claim.  Please I need help!
